Why these tools exist
Regulation (EU) 2025/20 brings ground handling companies under direct regulatory oversight for the first time, effective 27 March 2028. Regulation (EU) 2025/23 sets out how competent authorities are expected to oversee that new system. Both are substantial documents, and most organisations and authorities start from the same question: where do we already stand, and where are the real gaps? These two tools turn each regulation into a structured, rule-by-rule checklist, so you can answer that question yourself, at your own pace, before committing to a full audit or advisory engagement.
